HIPAA laws after THAT person disclosed something?
If a citizen tells a police officer they have a communicable disease, such as Hepatitis C, would it be a violation of HIPAA for that officer to tell other people this information (for their protection)? Would it matter if this was disclosed to only other police officers or medical personnel? No doctors are involved.
Anyone have any more details, such as training or research?
A police officer has no responsibility to keep anything you say private.
