Can an employer ask for proof of what you plan on using 401K loan for?

My husband just put in for a loan from his 401k. His employer demanded proof of what he plans on doing with this loan. ( In this case he is paying past medical bills). The proof that she requested were copies of these bills. Is this acceptable? I feel this is wrong and an infringment of HIPAA Laws. Am I right?
I just want to say that we gave her the proof and the loan was approved… I just feel that it is wrong to demand our medical bills when it is none of her business who in our family these medical bills are for and what they are for.

The employer is not entitled to ask questions of a personal nature that exists outside of the employment environment. This constitutes a breach of your rights to privacy guaranteed by law. If you are punished for refusing to enlighten the employer they will open them selves to litigation. Your personal financial business is of no concern to the employer and may only be questioned in the event of a garnishee of wages.
