Would he be violating HIPAA laws or not?

I know a guy who works security at an assisted living center where one of the residents owns certain things that break the law and could put him in prison for a very long time. He happened to find out through the workers in the building. Would he be in direct violation of HIPAA laws if he were to turn the guy in to the feds? Or would he be breaking the law as well? Mind you, he works for a completely different company, and not for the company that he is stationed. Also, the residents there are pretty much forced there by a court order for what ever reason. Mental status and so forth and are obviously protected from the nurses, aids and case managers.
Thought so, but what about information sharing. I read on a HIPAA website that even conversing on an elevator with other people can violate HIPAA laws…

HIPAA protects patients from disclosure of their medical condition by medical personnel. This does not involve ANY of the criteria to be covered by HIPAA.
