Is this a HIPAA violation?

A parenting coordinator sent an e-mail to the parents of my roommate regarding payment due to him for services. My roommate is 28 year olds.

Was the parenting coordinator allowed to ask for money from the parents of my roommate for an unpaid bill? This was done through an e-mail.

Is it your roommate in a hospital or other medical facility? If not HIPPA doesn’t apply.

Are the parents listed as the responsible parties? If so again it is OK.

HIPPA is about medical information not financial information.
