why did it take so long for HIPAA to be enacted after the bill was signed?
Bill Clinton signed the Health Insurance Portability Accountability Act in 1996, however, it wasn’t enacted until 2001. Why did it take 5 years for that to happen?
Every bill has a signing date and possibly effective dates for various portions of the legislation. Very few are “effective upon signing.” Most of the time the effective date(s) are sometime well after the anticipated signing date.
