Hipaa Question about medical records?

In a large corporation, is it lawful for supervisor, who is also over human resources, to look over medical documents submitted under FMLA and talk to subordinate employee about them?

A human resources supervisor would have access to these FMLA documents and could discuss them with other priveleged persons directly dealing with the FMLA case (the HR generalist working the case), and the actual employee’s immediate supervisor would also get notice of the medical condition itself (but not all documents relating to that condition, usually just the diagnosis) and the FMLA status. Of course the human resources supervisor, the HR generalist, and the employee’s manager could talk to the employee on FMLA themselves, but no other people should be involved, and any conversation should be related to the nature of the FMLA case and not be frivolous discussion of the employees private medical condition.
