Can an individual waive his or her rights to HIPAA in return for a discount on their medical bills?
No, HIPAA is not a “right”, it’s merely consent to release or not release your medical information to anyone requesting it.
There’d be no reason for a medical facility to offer a discount on service to “waive” HIPAA.
