Is it a HIPAA violation for a nurse to administer eye drops to a patient while still in the waiting room?
No, HIPAA is about privacy. Unless the nurse announced your condition to everyone in the room and told them what she was putting in your eye, it’s not a privacy violation. If you are in the waiting room at a doctor’s office, most people are going to assume you have a good reason for being there.
