What law requires businesses to protect your identity?

I received an obviously never-sealed letter from my doctor’s office with the results of my lab work in the mail. My concern is not so much about the HIPAA violation involved in failure to protect confidential, medical documents, but the loss of integrity of my identity information enclosed in the letter (my SSN, DOB, address, work and home numbers).

I contacted Equifax/my banks/creditors, but I’m still worried about my information being out there. I would like to have the practice pay for an extended (1-2 year I suppose) of identity monitoring. Is this really unreasonable? The office made it sound like it. Also, what can I do about their negligence to my identity? Is there an independent agency where I may file an official complaint/violation report that results in a hefty fine (not lawsuit)?

I live in the state of VA

This matter could never go anyplace the doctors office mailed the envelope by us mail and if someone opened it or the glue was defective they had no control over it, your only recourse would be the postal service and they are exempt, what you are doing with monitoring is probably all you can do.~
