Is a HIPAA authorization in a patient’s file considered to be an official part of the entire medical record?

I am involved in litigation regarding this, and it has recently been discovered that a HIPAA authorization was altered/falsified. This occurred when the covered entity was made aware that a complaint was sent to a state and federal agency for several ethics violations. So I was just wondering if this would fall under the category of ” spoliation of evidence”.
I put a call into my attorney – still waiting for a call back! Just wanted to reach out and see what others thought as well….
