Is this a HIPAA violation?

I got hurt on my way to work. Went to see the nurse in the office and she suggested I go to the ER for an x-ray. My manager knew all about this. When I returned to work the next day, my manager told me the nurse asked for my hospital records to close out my file. I gave them to her not knowing any better. Later that day I called the nurse to see if she needed any more paperwork and she said she never asked for the papers and would never ask for hospital papers.

Is this a HIPAA violation since my manager asked for my medical records under false pretenses?
I did not file for workers comp.

If you filed worker’s comp for your injury, then the manager may have had some grounds for asking for your medical record, but even if this is a HIPAA violation, what can you do??? Unless giving out the medical records has caused you harm greater than jeopardizing your relationship with your manager and your job, better to just swallow it.
