The Dr. I worked for retired, another physician in the area has sent letters to his patients?
telling them that she will take care of them during his absence.. Is that a HIPAA violation? They weren’t partners.
more than likely its not as the other doctor was given the list of patients from the original doctor

doctors share patient info all the time
