If HIPAA rules are stricter than state law, which should be followed and why? What if state law were stricter?
Both Federal law and state law must be adhered to regardless of strictness. A law is a law is a law and must be followed by all residents whether it be at the Federal or state level. Strictness has nothing to do with it.
