Are tape based handheld recorders used for medical dictation HIPAA Compliant? Clairification.?

If we move to digital hand held recorders we will be docking them with a PC for secure download into a dictation system. There will not be removeable media. I know this method of medical dictation is more secure, but is there any documentation out there supporting this claim that I can use as ammunition to convince my physicians to switch from cassette based recorders. HIPAA must weigh in on this somewhere. Any ideas?
