HIPAA basically protects a patient from having their records transferred to another doctor or requester without their knowledge and written permission. In reference to technology, it would prevent transfers of your medical information without your permission obviously to other doctors, but also to insurance companies and anyone seeking to possibly do a background check on you for insurance or employment purposes, electronically or otherwise.
