What is Hipaa (hippo?)?

I need to get my some results from my mothers old doctor for her new one. I called to see if I could come pick it up and they said something about what sounded like a “hippo” form. Is it just a form that consents them to release my mother records to me? Could I just print one off the internet? thanks
the office is kind of far so I really don’t want to commute there to pick up the form then drive back to pick it up. Would a consent form written myself suffice or should I call the doctors to see?

HIPPA or Health Insurance Portability and Accountability Act.

The law requires medical facilities such as a doctors office to obtain written consent from a patient. This consent allows them to release records to another person. A signed note from your mother should do it. She has to specify exactly what she wants you to pick up. (all her records or just lab and radiology reports etc) It has to state who exactly is permitted to receive the records and she must sign it. If they insist she fills out a form, they should supply it.

The law is in place to make sure that any person cannot pick up your records and find out stuff about you…. Good to know, right.
