The Health Insurance Portability and Accountability Act of 1996 was signed into Law under the Clinton administration. It basically expanded the bureaucracy for the health care industry making health care more expensive for everyone in the name of protecting your privacy. It contributes to the problem of higher and higher health costs we are seeing today.
