HIPAA laws while incarcerated?

I am asking this question on behalf of a family member:: Her husband is currently incarcerated and was found to have kidney issues. When she attempts to contact the Department of Corrections in which he is located, they refuse to give her any information due to the HIPAA law. Does she have any rights as a legal spouse? How can she go about retrieving any information pertaining his health without the assistance of an attorney?

I’m no expert here, but I do believe she can get the information if her husband signs an authorization for them to share information specifically with her.
