If I have a new hire that needs to be trained in HIPAA because we are a company that deals with private medical records. Do I need to train that employee upon hire or is there a window of time?

You should provide the HIPAA training before you allow the employee to have access to medical information.
It doesn’t matter how long she has been employed, as long as she gets the training before she has access. Make sure you document the date when she was given access.
