You did not say how old the minor in question is or what type of medical care the child received. As long as the other parent gave her permission, she has the right. If you are really ticked, which it sounds like you are, I would get copies of all paper work she signed. Her signature may have given her some other rights, like being financially responsible for the bill. If she took the child to your regular physician, you can call the office and request that no one but yourself be able to make appointments for and bring in the child. Please don’t be upset with the medical staff/facility. As a medical professional I can assure you they were acting in the best interest of the child and not wanting to add to your family drama.
