I have HIPAA related homework questions please help.?
Does anyone have any idea how to answer these two questions? I don’t understand anything about HIPAA even after reading all about it.
If HIPAA rules are stricter than state law, which standard should you follow and why? What if the state law was stricter?
and
At what point during the course of treatment of a new patient should notice of use and disclosure of health information, required under HIPAA, be given and why?
I need to be able to answer these questions in 2 to 5 sentences… so I need someone to tell me more than yes or know, I need to know why the answer is what it is as well.
If anyone could help me I would really appreciate it. Thanks in advance!

Q2. The patient needs to be given their information before they have any treatment, they need to sign the form saying that they agree with insurance getting copies of their health info in their chart.
