Can legal charges be brought against a doctor, nurse or staff for breaking HIPAA laws?
If a court order to look at patient records has been served, Does the patient get a copy of the court order?

No….. your medical records are not available to anyone with out your written consent or a court order. But, if you have signed a waiver of rights… they could be open to view by certain people. But, under NO circumstances are they open to the public.
