If there is a minor who discloses health information to anyone (another minor or not) are the rules/penalties the same?
No, actually, the average citizen themselves are not covered by the HIPAA regulations.
Covered entities and facilities are. I.e. Doctors offices, insurance companies, hositals etc.
HIPAA does not keep average citizens from talking about one and other.
