How/why is it HIPAA violation to view your own medical records?

I understand HIPAA and it’s purpose in the medical community. What I don’t understand is how/why is it a violation if it is your personal information? If someone could explain this or point it out in the HIPAA regulations, I would greatly appreciate it!
