what protection does a doctor have against someone reporting false HIPAA violations?

My understanding is, just making the claim is a mark on the doctors record whether it is true or false. Is this true?

A proven false claim will not hurt a doctor. Do you know if your doctor has had such claims? No, and neither do any other potential clients.
