what is the “role” of HIPAA?

HIPAA is the Health Information Portability and Accountability Act of 1996. Its purpose is to regulate who has access to an individual’s health information, how that information may be stored, how it may be disseminated and to whom, and generally the ethical treatment of the private health information of each individual in the U.S. It took 10 years for the law to be fully implemented, at least in part because the practice in many (if not most) facilities had not kept pace with technological advances and in part because of the sheer volume of information that had accumulated.
