Can an employer force FLMA, or a HIPAA Release without providing a policy book? In California.?

The company has never provided a policy manual despite several requests for one. The FLMA is unpaid, don’t want it.
Basically my main question is, if my employer does not have a policy, never has and has been inquired for one, can they push me around? I don’t feel like giving them my medical records, and they are forcing it for me to return to work.
Yes. They can require you to use FMLA for medical related leave. By the way, that protects you.
